The Millennium Development Goals promote human development as the key to sustaining social and economic progress in all countries, and have been commonly accepted as a framework for measuring development progress. The goals come from agreements and resolutions of UN-led world conferences held in the early 90s, which provided an opportunity for the international community to agree on steps needed to reduce poverty and achieve sustainable development. In 2000, 189 UN member states signed the Millennium Development Declaration, pledging to halve global poverty by 2015.
